BRAZIL: PUBLIC CONSULTATION ON TV BOX

Proposal will receive contributions and suggestions until November 20

 

ANATEL started a public consultation to receive contributions from society on requirements for assessing the conformity of Smart TV Box type equipment. With this, the Agency seeks to create a specific product classification and include procedures to verify the presence of features aimed at violating Brazilian copyright legislation.

 

ANATEL's proposal was prepared considering the results of several actions carried out by the Agency's inspection area, which verified the availability in the national market and the growing importation of equipment popularly called "TV Box", which incorporates software that allows the practice of theft of signals and copyright infringement of audiovisual content, harming legally constituted telecommunications services.

 

It should be noted that not all TV Box type equipment is irregular. Many provide access to audiovisual content in a lawful way, without promoting informal access to content without due consideration on the part of the consumer. The objective of updating the requirements for these devices, therefore, is to combat the introduction, in the national market, of products that allow the exploitation of illegal activities.

 

Object of Public Consultation nº 61, the proposal consists of creating a specific product classification, called Smart TV Box, taking advantage of requirements already applicable to other products, but adding test procedures to be carried out by qualified laboratories and documentation verification procedures to be adopted by the agent responsible for the conformity assessment.

 

The scope of the new requirements is the Smart TV Box product, terminal equipment with an internet connection interface whose hardware and software are intended for accessing multimedia content and displaying it on a television set or other device with a screen. The requirements do not apply to televisions and computers.

 

Contributions and suggestions to Public Consultation nº 61 – substantiated and duly identified – must be sent, until November 20, through the Participa ANATEL system.
