Cosmetic Requirements in the EU

In the EU, cosmetic manufacturers and suppliers who want to sell cosmetics must comply with the requirements.

Here are the following legal requirements for selling cosmetics in the EU market and the regulations on consumer safety protection and environmental responsibility. 

 

• Labeling Requirements

The EU's cosmetic packaging should contain key information such as product name, ingredient, content, contact information of the Director (RP), The label must be written in the official language of the Member States.

• Safety Assessment

The RP must perform a safety assessment prior to the cosmetic release. The configuration and packaging of the product should be evaluated for safety threats.

•  Ingredient Restrictions

To protect consumers' health, cosmetics sold in the EU are banned or restricted from certain ingredients.

•  GMP

Cosmetic manufacturers must comply with Good Manufacturing Control Standards (GMP) guidelines to ensure quality and safety.

•  Environmental Regulations

The EU stipulates that cosmetic packaging reduces the environmental impact.

•  Nanomaterials

If a cosmetic formulation contains nanomaterials, the ingredients should be clearly indicated in the “list of ingredients,” followed by the word “nano” in brackets.

•  Fragrance Allergens

For cosmetics containing flavour ingredients, if allergy-causing substances exceed a certain concentration threshold, they must be displayed on the package.

•  CPNP

Before launching cosmetics in the EU market, the RP submits the product information to the Cosmetics Products Notification Portal (CPNP) on its online system. CPNP submissions include final packaged product photos and labels.
