NMPA announced “notice on improving cosmetics safety evaluation and management measures” on April 22, 2024 to further optimize cosmetics safety evaluation and management and to promote orderly implementation of the cosmetics safety evaluation system. This announcement will take effect from May 1, 2024.
The contents of the notice, which will take effect from May 1, 2024, are as follows.
1. Classification management of cosmetic safety evaluation data is carried out, and some general cosmetics that meet the requirements can submit the basic conclusions of safety evaluation, and the safety evaluation report should be kept by the cosmetic enterprise for future inspection.
2. Considering that cosmetic R&D requires a certain cycle, in order to avoid duplication of R&D resources for enterprises, cosmetic licensees and registrants may still submit a simplified version of the safety assessment report that is in line with the “Guidance” when applying for a license or registering before May 1, 2025. NMPA has established a one-year transition period for products evaluated according to their original requirements.
Currently, when registering and licensing cosmetics to China's NMPA, you only need to submit a simplified version of the safety evaluation report.
However, starting May 1, 2024, the full version of the safety assessment report must be submitted.
