Health Canada (HC) published amendments to certain regulations concerning the disclosure of cosmetic ingredients (SOR/2024-63) on April 24, 2024, which came into effect on October 9.
This includes adjustments to regulatory requirements that may impact all stakeholders in the cosmetic industry, making it essential to review the updated regulations.
The amended regulations strengthen labeling requirements for cosmetics and mandate the disclosure of certain fragrance allergens on cosmetic labels.
Key changes are as follows:
- Disclosure of certain fragrance allergens on cosmetic labels (Effective April 12, 2026)
- Increased flexibility in ingredient disclosure for small package cosmetics
- Improvement of regulatory oversight of cosmetics, among others
The regulation requiring the disclosure of certain fragrance allergens on cosmetic labels will come into effect in two years. Due to the EU transition period, new products must comply with the requirement to disclose the expended list of fragrance allergens on cosmetic labels as of August 1, 2026.
