
On 2 May, 2026, the HC(Health Canada) of Canada published a notice in the Canada Gazette, Part I (Volume 160, Number 18), applying Significant New Activity (SNAc) provisions to two ester substances under the Canadian Environmental Protection Act, 1999 (CEPA 1999). The notices came into force immediately upon publication on May 2, 2026.
Accordingly, if the following substances are used in cosmetics at a concentration of 0.1% or more by weight, a Significant New Activity Notification (SNAN) must be submitted.
- Alkanedioic acid
- Hexanedioic acid
Activities are not considered significant new activities if the substance is used strictly as a research and development substance, as a site-limited intermediate substance, or in the manufacture of a product that is for export only.
