On May 13, 2026, Hong Kong’s Medical Device Division(MDD) updated GN-00, the guidance note that provides definitions and abbreviations used under the Medical Device Administrative Control System (MDACS).
The three changes in the issued revised document are as follows.
1) a revision to Clause 2.38
2) addition of Appendix 1
3) updated document format
The newly added Appendix 1 currently lists injectable dermal fillers or mucous membrane fillers as items specified for the purpose of Clause 2.38(b). In practical terms, this means these filler products are now expressly treated as medical devices under Hong Kong’s MDACS framework.
