2021年1月22日，中国国家食品医药品安全局发布了
公共协议禁止化妆品成分库存及禁止植物（动物）化妆品成分库存的调查草案。
主要修改包括增加17个成分禁止、13个成分禁止、
27个植物（动物）成分禁止、3个药物成分禁止，
并修改了部分文本内容。

Newly Prohibited Ingredient Categories and the examples
▶ With reference to the international laws and regulations, and combined
with Chinese assessment results of the restricted ingredients, permitted
ingredients in Safety and Technical Standards for Cosmetics (STSC),
and some ingredients in IECIC, the draft Inventories newly include
ingredients that may have safety risks
→ 3-Benzylidene Camphor, 3-and 4-(4-Hydroxy-4-methylpentyl) cyclohex-3-ene-1-carbaldehyde (HICC),
Tagetes erecta L.(Tagetes erecta flower extract; Tagetes erecta flower oil), 2-chlorobenzene-1,4-diamine
(2-Chloro-p-Phenylenediamine) and its sulfate, Boric acid, Borates and tetraborates and other borates
and esters, Sodium perborate, Formaldehyde, Paraformaldehyde, Dichloromethane; methylene chloride, etc
▶ According to Chinese safety assessment conclusions, the draft Inventories
newly include ingredients that may have safety risks when used in cosmetics
→ Phenacetin
▶ With reference to other countries’(regions’) regulatory updates,
combined with Chinese assessment results, the draft Inventories
newly include ingredients that may have safety risks
→ 2,6-Dihydroxy-4-methyl-benzaldehyde (atranol), 3-Chloro-2,6-Dihydroxy-4-methyl-benzaldehyde
(chloroatranol), Clorofene; chlorophene; 2-benzyl-4-chlorophenol, Cyclohexylamine, Imidazole
新禁止的成分大部分不常使用，
对化妆品研发的影响不大。
但目前部分产品中添加了boricacid、Tagetes erecta flower extract等成分，
包含新禁止成分的化妆品的登记/申报可能会在事后进行取消。
化妆品相关企业应追加测试包括禁止成分的部分原料，
今后应避免使用此类原料。
