Korea MFDS, Partial Revision on Regulation of Labeling Cosmetics Precautions for Use and Fragrance Allergens

 

The Ministry of Food and Drug Safety (MFDS) has strengthened the labeling obligations on containers and packaging for certain cosmetics with small amounts of contents through the update of the “Enforcement Rule of the Cosmetics Act”

Accordingly, on September 24, 2024, the MFDS newly established types of cosmetics with small volumes or weights that require labeling of precautions for use, and it revised and announced the “Regulation of Labeling Cosmetics Precautions for Use and Fragrance Allergens“ to enhance safety management by mandating the labeling of precautions on containers and packaging of those cosmetics. The revisions are as follows:

 

1.     New categories of cosmetics requiring labeling of precautions for use when the content volume or weight is small:

-      Cosmetics with a content of 10 mL(g) or 50 mL(g) or less that must include all items stipulated in Article 10 of the “Cosmetics Act.” Specifically designated items include “eyelash perm wave products” and “external genital cleansers.”

2.     Newly established category and precautions for use for eyelash perm wave products, with a distinction between permanent wave products for hair and for eyelashes.

3.     Removal of the word “만” from the term “만 나이” in references to infants and young children, following the enforcement of the “A National Law on Standardizing International Age”
