Canada HC, Changes to the Cosmetic Ingredient Hotlist

The Cosmetic Ingredient Hotlist is an administrative tool by Health Canada (HC) that informs manufacturers and other stakeholders about substances that may be prohibited or restricted in cosmetic products. This document is periodically reviewed and updated.

 

In February 2025, HC updated and published the Cosmetic Ingredient Hotlist.

The key updates are as follows:

 

* Added Items

1) Retinal: Restricted due to its therapeutic properties and potential skin irritation risk.

2) Thioglycolic Acid Esters: Prohibited due to the risk of skin sensitization.

 

* Revised Items

1) Mixed Cresols and Derivatives

 - p-Cresol and its mixtures: Prohibited for use

 - m-Cresol and o-Cresol: Restricted due to potential effects on the central nervous system

2) Peroxide and Peroxide-Generating Compounds

 - High concentration: Maximum allowable concentration introduced for hair products due to the risk of skin irritation.

 - Low concentration: Conditions introduced for eyelash and eyebrow products due to the risk of eye irritation.

 - Prohibited in products intended for application to the genital area.

3) Benzoyl Peroxide

 - Restricted to professional nail products only.

 - Must include warning and precautionary statements to avoid skin contact.

4) Retinol and its esters

 - Maximum allowable concentration reduced for certain products, such as body lotions.
