Following the amendment of the Cosmetics Act on January 31, 2025, which abolished government certification for natural and organic cosmetics, the Ministry of Food and Drug Safety (MFDS) announced a draft notice on March 26, 2025, regarding the repeal of the Regulation on Standards for Natural and Organic Cosmetics and the Regulation on the Designation and Certification of Certification Bodies for Natural and Organic Cosmetics.
The details of the repeal notice for each regulation are as follows:
(1) Repeal Notice of the Regulation on Standards for Natural and Organic Cosmetics
- This notice will take effect on August 1, 2025.
- For natural and organic cosmetics that have applied for certification under the previous regulation and are undergoing the certification process at the time of repeal, the certification criteria will follow the previous regulation.
(2) Repeal Notice of the Regulation on the Designation and Certification of Certification Bodies for Natural and Organic Cosmetics
- This notice will take effect on August 1, 2025.
- For natural and organic cosmetics that have applied for certification under the previous regulation or reported changes to their certified status and are undergoing the certification process at the time of repeal, the certification criteria will follow the previous regulation.
- For natural and organic cosmetics that have already been certified under the previous regulation, the certification will remain valid until the expiration date of the certification.
