UK SCPN, Regulation on the Restriction of Benzophenone-3 in Cosmetic Products

On July 22, 2025, the UK Office for Product Safety and Standards (OPSS) established the Cosmetic Products (Restriction of Chemical Substance) (No. 2) Regulations 2025, which amends the provisions in Annex 6 of the Cosmetics Regulation regarding the use of Benzophenone-3 (Oxybenzone) as a UV filter in cosmetic products.

 

The key provisions regarding the restrictions on Benzophenone-3 in this regulation are as follows:

- (a) Skin products, excluding those listed in (b), including all propellant and pump spray products: 2.2%

- (b) Face products, hand products, and lip products (excluding propellant and pump spray face, hand, and lip products): 6%

- (c) All other cosmetic products: 0.5%

- For product types (a) and (b), Benzophenone-3 should not exceed 0.5% to protect product formulation.

- If used at 0.5% to protect product formulation, the concentration of the UV filter must not exceed: 1.7% for product type (a), 5.5% for product type (b).

 

This regulation will come into force on January 21, 2026. However, products that are placed on the market before January 21, 2026, or products that comply with the previous requirements of the cosmetic regulation before this date, can continue to be marketed until July 21, 2026.
