On July 30, 2025, the President of the Federative Republic of Brazil enacted Law No.15, 183/2025, which prohibits the use of animals for testing personal hygiene products, cosmetics, perfumes, and their ingredients. This law amends Law No. 11, 794/2008 and Law No. 6,360/1976.
From now on, the use of live vertebrate animals for testing personal hygiene products, cosmetics, and perfumes sold within Brazil is prohibited, including tests to assess their risk, efficacy, and safety.
Animal testing data conducted after the effective data of this law cannot be used to approve the marketing of personal hygiene products, cosmetics, perfumes, and their ingredients. However, marketing based on animal testing completed prior to the enforcement date is permitted.
Internationally recognized and validated alternative testing methods that replace animal testing will be given priority acceptance by the authorities.
This law comes into effect on the date of its publication.
