
On 9 February 2026, the United Kingdom announced an amendment to the Cosmetic Products Regulation (EC) No 1223/2009 (Restriction of Chemical Substances).
Under the amended Regulation, certain substances have been classified as CMR substances in accordance with the CLP Regulation (EC) No 1272/2008 and have been listed in Annex II and Annex III.
Cosmetic products containing any of the 13 substances added to the list set out in Annex II may not be placed on the UK market from 23 March 2027. Products placed on the market before that date may continue to be made available until 22 September 2027.
In addition, hexyl 2-hydroxybexoate, listed in Annex III, has been newly classified as a CMR substance under the CLP Regulation, and its use is permitted only within specified safe concentration limits. Cosmetic products containing hexyl 2-hydroxybenzoate may not be placed on the UK market from 15 August 2026. Products placed on the market before that date may continue to be made available until 14 February 2027.
