MALAYSIA: NON-MEDICAL FACE MASK CERTIFICATION - UPDATED

With the latest updates with regards to the non-medical face mask certification, the following is a short recap.

 

SIRIM issued an announcement stating that manufacturers and importers of non-medical face masks must apply for MS SIRIM certification and labelling on July 4, 2022. The ruling comes following the gazetting of the Trade Descriptions (Certification and Marking) of Non-Medical Face Mask Order 2022 under the Trade Descriptions Act 2011.

 

MS SIRIM certification & labelling for non-medical masks will be mandatory from 1st January 2023, led by KPDNHEP under the Malaysian Consumer Product Safety initiative.

 

The summary of the latest regulatory update is as follows:

  • Any Non-Medical Face Mask which are supplied to the general public will subject to mandatory MS SIRIM certification and labelling.
  • Any Non-Medical Face Mask which are supplied to the industrial sector for the usage as personal protection equipment (PPE) will subject to mandatory SIRIM-DOSH certification and labelling.
  • The said action of supply and retail of Non-medical Face Mask covers both physical and online (E-commerce) retail and distribution.
  • This application will cover non-medical face mask, both disposable and reusable. (e.g., Flat Fold Type, Duck Bill Type, Industrial Face Mask Type, Fabric Type, Respirator – Disposable, Respirator – Reusable, etc.)
  • Testing will be done following the SIRIM40 or CWA 17553 Standard.
  • Two types of Product Certification Scheme will be available.
    • Type 5 Product Certification Scheme (5 Years Certification- Factory Audit)
    • Type 1B Batch Certification Scheme (Batch Certification- Verification Audit)
  • Upon successful product certification, SIRIM label with unique QR Code can then be purchase and must be placed on the opening of the facemask packaging/box.
  • Cosmetic Face mask falls under community face covering and is subjected to CWA 17553 Standard.
  • Battery powered Face Mask will require preliminary product specification review by SIRIM as it might require several types of certifications due to its hybrid nature.
  • Special test lab fees will be offered by SIRIM before the enforcement period. (valid till end Dec 2022)
