Australian Sunscreen Registration

In Australia, sunscreens are classified as primary sunscreens or secondary sunscreens according to the SPF.

 

Sortation Sortation Regulatory body
Primary sunscreens Products with SFP of 4 or higher whose main purpose is to protect against UV Categorized as Theraputic Goods
- TGA regulation: Must be listed in ARTG.
Secondary sunscreens
(Products regulated by TGA)
Products that have main purposes other than sunscreen but contain sunscreen and have an SPF of 15 or higher Categorized as Theraputic Goods
- TGA regulation: Must be listed in ARTG.
Secondary sunscreens
(Products regulated by AICIS and ACCS)
Products classified as cosmetics by most secondary sunscreens
ex) Make-up and lipstick products with sunscreen function

- Ingredient Raw Material  Manufacturing Import:  AICIS Regulation
- Product Safety and Cosmetic  Labelling Standards: ACCS Regulations

1)  If you are classified as a TGA-regulated medical product, you will be subject to TGA-regulated and follow the procedure below.
GMP screening is required for pharmaceutical manufacturing facilities.
In addition, the ingredient review and labeling review are conducted to verify that the ingredients are acceptable through a similar route to cosmetics, and then registered in the ARTG program, the pharmaceutical database.

2)  If the product is classified as a secondary sunscreen, it will be regulated by AICIS and follow the procedure below.

- Review of cosmetic ingredients
You need to make sure that the ingredients of cosmetics are on the Inventory of Industrial Chemicals list, if not on the list, they are considered new chemicals and should be reported to AICIS.
You should also check AICIS's guidance to see if it complies with the limitation or if there are any other restrictions.
- Cosmetic ingredient labeling
In accordance with the cosmetic labeling regulations, the container or product itself must be labeled with an ingredient label.
