On November 4, 2024, China’s National Medical Products Administration (NMPA) approved the registration of a new cosmetic ingredient, Isobutylamido Thiazoyl Resorcinol (Thiamidol 630).
This ingredient is the first to be registered since the implementation of the Cosmetics Supervision and Administration Regulation (CSAR) in 2021. It has been verified for its efficacy and safety by the registration authorities, and it is approved for use as a whitening agent in cosmetics, excluding products that may lead to inhalation exposure.
CSAR is a regulatory framework designed for cosmetics manufacturers in China and abroad. The regulation classifies and manages cosmetics and their ingredients based on their risk levels.
Cosmetics are divided into two categories: special cosmetics and general cosmetics, each subject to separate registration management.
Cosmetic ingredients are also categorized into new and existing ingredients, with high-risk new ingredients(approval) and other new ingredients(notification) requiring registration.
New cosmetic ingredients with functions such as preservatives, UV filters, coloring agents, hair dyes, freckle removal, and whitening must be registered with the NMPA before use.
New cosmetic ingredients are defined as natural or synthetic raw materials used in cosmetics for the first time in China. Applicants can refer to the Inventory of Existing Cosmetic Ingredients in China (IECIC) to confirm whether their ingredient qualifies as a new cosmetic ingredient.
