On February 7, 2025, the Ministry of Food and Drug Safety (MFDS) of South Korea announced the partial revision of the Enforcement Rules of the Cosmetics Act (Presidential Decree No.2012) following the amendment of the Cosmetics Act (Law No. 20248, promulgated on February 6, 2024, and effective from February 7, 2025).
The main revisions, which include improvements and supplements to address some of the shortcomings identified in the operation of the current system, are as follows:
1) Procedure for the Removal or Modification of Ingredients Not Permitted for Use in Cosmetics
- Article 17-3 (Application for the Removal or Modification of Prohibited Ingredients), Appendix 9, No.6
2) Regulation on Administrative Penalties for Violations of Cosmetics Packaging · Labeling Requirements defines matters delegated by law and necessary for implementation.
- Article 19, Paragraph 1. Appendix 4, No. 5, 8, Appendix 7, No.2, sub. HA, 1) ~ 3)
3) Labeling Methods for Manufacturing Number, Expiration Dates, or Period of Use After Opening for Cosmetics Sold as Sets
- Appendix 4, No. 5, 6
4) Exemption from submitting Cosmetic Manufacturing License Documents When Applying for Registration Changes
- If electronic documents are issued for the cosmetic manufacturing license, they are not required to be attached when applying for changes in the registration.
- Article 5, Paragraph 2, Article 8-2, Paragraph 1 and so on.
