Canada HC, Application of the new Cosmetic Notification Form

In Canada, all manufacturers and importers are required to notify Health Canada (HC) within 10 days of first selling a cosmetic product. Failure to submit the notification within the deadline may result in import refusal or suspension of sales.

 

In March 2025, HC updated the Cosmetic Notification Form (CNF). As of March 5, 2025, Section 4 of the updated form requires manufacturers or importers to provide a Canadian address. Accordingly, companies intending to export cosmetics to Canada must either establish a legal entity in Canada or appoint a local Canadian Agent.

The Canadian Agent serves as the primary point of contact for HC in case any action is required regarding the notified product. Therefore, the agent plays a key role in submitting the cosmetic notification form on behalf of the foreign company and facilitating effective communication between the company and HC.
