On April 21, 2025, the Thai Food and Drug Administration (TFDA) added provisions regarding titanium dioxide in the regulations on the naming, quantity and usage conditions of ingredients used in cosmetics (items 212a and 212b).
These regulations specify the usage conditions for titanium dioxide in cosmetics due to concerns over the nano-sized particles of titanium dioxide, with the goal of enhancing consumer safety.
The usage conditions for titanium dioxide in powder form containing particles smaller than 10 µm and other titanium dioxide ingredients in cosmetics are as follows:
For titanium dioxide powder containing particles smaller than 10 µm at a concentration of 1% or more, only titanium dioxide for pigmentation purposes can be used in spray or powder products intended for application on the face or hair, depending on its concentration (w/w). Since it can be inhaled, it is not permitted to be used in products intended for other applications.
Products using other titanium dioxide ingredients must comply with the following requirements:
1. When used as a pigment, the conditions specified in the Ministry of Public Health’s notification regarding pigments that can be used as cosmetic ingredients must be adhered to.
2. When used as a sunscreen agent, the conditions specified in the Ministry of Public Health’s notification regarding sunscreen ingredients that can be used in cosmetics must be followed.
