The Ministry of Food and Drug Safety (MFDS) of Korea announced the revision of the cosmetic labeling and advertising management guidelines on January 21, 2025.
The scope of this revision pertains to some aspects of the expression range and standards for cosmetic labeling and advertising. The revised details are as follows:
1) III. Cautions, 7. When reviewing whether an online advertisement is inappropriate, the wording included in the advertisement title should be considered. (New addition)
2) [Appendix 1] New additions to the expression range and standards for cosmetic labeling and advertising:
- Expressions related to stem cells have been changed to expressions concerning human-derived ingredients. The expression range and standards for cosmetics labeling and advertising exclude ingredients derived from sources outside the human body, such as plants <e.g., milk exosomes, plant exosomes), meaning prohibitive expressions related to human-derived ingredients have been excluded.
- A new provision has been added regarding expressions that are false or could mislead consumers into believing them to be factual. Prohibited expressions include any that could misrepresent the product’s usage, such as: needles, microneedles, micro-needles, MTS(Microneedle Therapy System), and vaginal cleansers with terms like “inner care” or “vaginal injection/use.”
- Furthermore, expressions suggesting a reduction in skin age (e.g., “skin age reduced by 10 years,” “skin age decreased by 5 years,” “skin age -3 years”) are prohibited, except for those expressions that fall under [Appendix 2] 1.
3) [Appendix 2] New additions to the main verification items for cosmetic labeling and advertising:
- According to the regulations on the verification of cosmetic labeling and advertising (MFDS notice), the unit for the skin aging index cannot be marked as “n(age or other time units)”
