
For cosmetic exports to Canada, fragrance allergens present in cosmetic products must be declared on the ingredient list when they exceed specified concentration thresholds, regardless of their functional role in the product. This requirement must also be indicated in Section 5 of the Cosmetic Notification Form (CNF).
The upcoming implementation deadlines for fragrance allergen disclosure are as follows.
- From Apri 12, 2026, both new and existing cosmetic products must declare 24 fragrance allergens listed in Appendix 1 (List 1) on the ingredient list when they are present above 0.01% for rinse-off products and above 0.001% for leave-on products.
- From August 1, 2026, new cosmetic products must disclose fragrance allergens listed in List 2 (see Appendix 1) when present above 0.01% for rinse-off products and above 0.001% for leave-on products.
- From August 1, 2028, existing cosmetic products must disclose fragrance allergens listed in List 2 (see Appendix 10) when present above 0.01% for rinse-off products and above 0.001% for leave-on products.
