
New regulations regarding the import and manufacture of cosmetic in New Zealand came into effect on January 1, 2026.
The key updates are as follows.
1) All cosmetics containing hazardous substances must comply with the applicable Group Standards.
2) Updates to Annexes 4-8, including prohibited, restricted, and permitted ingredients used in cosmetics.
3) Gradual phase-out of PFSA substances
4) Updated record-keeping requirements for nanomaterials
5) Extension of the phase-out deadline for products containing Homosalate (a UV filter) at concentrations above 10%
The effective timeline for the major changes is as follows.
1) By January 1, 2026, cosmetic importers and manufacturers must comply with the new regulations.
2) From January 1, 2027, the import or manufacturer of cosmetics containing PFAS substances will be prohibited.
3) By June 30, 2027, non-compliant products already on the New Zealand market must be disposed of.
4) From July 1, 2027, the import or manufacture of cosmetics containing more than 10% Homosalate will be prohibited.
5) From January 1, 2028, cosmetics containing PFAS substances must not be sold in the New Zealand market.
6) From April 1, 2029, cosmetics containing more than 10% Homosalate must not be sold in the New Zealand market.
